Millwork looks like furniture but is regulated like building construction. On institutional, healthcare, education, and public projects, the millwork package has to satisfy fire, accessibility, structural, and material-emission requirements — and be documented well enough to satisfy the authority having jurisdiction. Here’s what shapes the specification.
Interior finishes are classified by how they behave in a fire — flame-spread and smoke-development ratings. Exit corridors, stairwells, and assembly occupancies typically carry the strictest limits, and wall paneling and large millwork surfaces fall squarely inside them.
Meeting a rating is usually a matter of substrate and finish assembly, not appearance: fire-rated composite panel cores with tested finish systems can deliver the same visual result as a standard build-up. The key is specifying it early — swapping to a fire-rated core after fabrication has started is expensive, and the ratings apply to the tested assembly, not to a material in isolation.

Requirements vary by jurisdiction. Confirm against the applicable accessibility standard and building code for the project’s location — and get the accessible portion into the shop drawings early, because it’s one of the most common sources of late redesign.
Tall casework, freestanding fixtures, and wall-hung millwork need engineered anchorage — both for everyday safety (tip-over) and, in some jurisdictions and occupancies, seismic restraint. Anchorage has to be coordinated with the wall construction: blocking must be in place before drywall closes, which means the millwork fabricator needs to be talking to the GC well before delivery.

Compliance that isn’t documented doesn’t count. A capable fabricator supplies test reports and certifications for rated assemblies, material data sheets for emissions and finishes, engineered anchorage details where required, and shop drawings that show compliance dimensions explicitly — so the reviewer can verify it without a site visit.
